Understanding the Early Years

What is it?
There is growing recognition that the early years (from 0-5) are critical for children’s development. The early years shape long-term outcomes related to scholastic achievement, to employment success, to health, to quality of life and to the ability to adapt. In response to this understanding and the Government of Canada’s commitment in the 1997 Speech from the Throne, Human Resources Development Canada will be sponsoring Understanding the Early Years (UEY) a national research initiative designed to:

bulletIncrease knowledge about children’s development,
bulletMonitor our progress as a society in improving outcomes for young children, and
bulletCatalyze community action.

Understanding the Early Years will consist of 5 pilot research projects, representing a cross-section of communities across Canada. The projects will assist communities in improving outcomes for children and families by providing them with the necessary information to develop and refine local strategies for healthy child development.

Purpose of Understanding the Early Years
bullet To provide communities with analysis based on collected data on factors in each community influencing early child development to underlie local strategies to improve children’s early years;
bullet To enhance community capacity to use knowledge/research infrastructure and measurement tools to monitor early childhood development and develop community-based responses;
bullet To contribute to national knowledge about the role of communities in improving outcomes for children, and the "readiness to learn" of children country-wide to inform policy decisions;
bullet To create networks among researchers and across communities by disseminating findings to a wide audience, forming networks of expertise, and showcasing effective practices;
bullet To promote collaboration and sharing of expertise in and among communities.

bullet Early childhood development researchers
bullet Policy makers and program developers
bullet Families

Where does it take place?
Five community projects were implemented during the fall of 1999. These are located in Winnipeg, Manitoba, Prince Albert, Saskatchewan, Southwestern Newfoundland, Coquitlam, British Columbia, and all of Prince Edward Island.

Who are HRDC's partners in this Initiative?
In addition to the communities selected for the pilot projects, HRDC is working with the provinces and territories to compliment their activities/strategies and build support for the initiative. The list of communities will be added to the web site once the process of reviewing applications has taken place.
