A. Transportation:
i) GENERAL DESCRIPTION
The Winnipeg School Division No. 1 Transportation
Section provides service which goes well beyond the requirements specified
by the Public Schools Act. The Winnipeg School Division # 1 will provide
for transportation services where necessary and subject to Division
regulations, The Public Schools Act and Regulations thereto, and The
Highway Traffic Act. The Transportation Supervisor (under the general
direction of the Secretary Treasurer) is responsible for the
implementation and operation of pupil transportation within Board Policy
and these regulations.
The Transportation Section is responsible for daily
transportation needs as well as field trips and extra curricular trips,
work experience, shops and other transportation as required.
The Winnipeg School Division No. 1 currently has 57
buses in its inventory. These include 52 buses on regular daily routes
and 5 spares. This is further broken down to include 41 conventional
units and 16 wheelchair units.
Students who are eligible for transportation under Board
Policy, may receive school bus service, transit tickets, Handi-van
service, taxicab service, in lieu of transportation allowance or any
combination of these.

DISCIPLINE: RULES AND REGULATIONS
The following are rules that must be followed while
being transported by school bus or other services. Students are expected
to behave in a responsible manner while loading/unloading and while
enroute. Unacceptable behaviour may result in disciplinary action.
- Failure to follow the driver’s instructions
- Possession of dangerous objects
- Possession or use of drugs or alcohol
- Failure to stay seated
- Fighting, poking, hitting or pushing
- Throwing objects
- Vandalism
- Extending arms/head/etc. out the window
- Profanity
- Use of tobacco
- Loud talking or yelling
- Littering
- Spitting
- Teasing
- Rudeness/openly defiant
- Eating on the bus
Parents/Guardians are an important part of the Safety
Team. We ask that they be responsible for:
- Training children in acceptable behaviour and safety.
- Ensuring that their children are suitably clothed to
withstand weather extremes, taking special care during very cold weather
to ensure that students are properly cared for until the bus arrives.
- Seeing that their children get to the pick-up point
on time and behave in a responsible manner at the bus stop.
- Ensuring that an adult is available to meet the bus
where required.
- Providing for alternate arrangements for their
children in the event that a bus does not arrive on time due to
unforeseen circumstances.
- Cooperating with the school in disciplining their
children following reports of misbehaviour on the bus.
- Understanding and accepting that all changes must be
authorized by the Transportation Supervisor before implementation.
If it becomes necessary to cancel transportation
operations, notices will be broadcast over
CBC,
CBC-French,
CKY,
CJOB and CIFX 1209-TALK radio
stations. Parents are asked to listen for these announcements.
>Severe weather conditions and poor roads may extend the
running time of some buses, resulting in late arrival or departure from
home/school.

to 4:30 p.m.

Transportation Ltd. is also available for daily enquiries at
586-8800, including daily absences, lost articles, or bus times.
- Parents/Guardians of Special Education students are
asked to call the Special Education Department at 774-4525 to request or
change transportation of their children.
B. Permits
i) GENERAL DESCRIPTION
The Permit Section is responsible for permits issued for the use of The
Winnipeg School Division No. 1 School Buildings after 4:30 p.m. weekdays
and weekends. The Permit Section also issues permits to various other
outside organizations including Parks and Recreation,
Folklorama, Federal and Provincial
elections, etc. The guidelines used by the Permit Section for the issuing
of permits can be found in Policy KG (Use of School Buildings).
The Permit Section issues two types of permits: Non-Pay Permits and Pay
Permits. There is also another permit form called Local Permits which are
issues by school only.
ii) NON-PAY PERMITS
Non-Pay Permits are issued by the Permit Section for various school
activities that involve caretaker's overtime. Schools are asked to submit
a 1/2 sheet permit request for these events.
iii) PAY PERMITS
The Permit Section also issues Pay Permits to outside groups only.
They include such organizations as daycares, Brownies, Guides, Scouts,
Youth Orchestras, Town Hall meetings, Non-Profit Children's Groups,
Community Use Groups (who meet the criteria of 90% residence), etc. The
charge to these groups is a permit fee of $20.00. We also issue pay
permits to Parks and Recreation to operate their programs. Other outside
organizations, depending on the purpose, could be charged a rental rate of
$29.00 per hour.
iv) LOCAL PERMITS
Local Permits are issued by schools when there is no caretaker's
overtime involved for such activities as extra-curricular school
activities, tournaments, Practices, Parent Council Meetings,
Parent/Teacher interviews, musicals, school concerts, etc. The Principal
can also issue local permits to Community Use Groups on a one-time only
basis.
v) OTHER INFORMATION
It is very important that any permits issued by schools are sent into
the Permit Section. This assists our section in ensuring that there are
no conflicts with outside groups when a school event is taking place.
The permit section also looks after advising outside groups when a
permit is to be cancelled for school events and/or lack of custodial
coverage.
